As a visionary leader in the realm of international cooperation and development, Rafael Comenge brings a wealth of expertise and a deep commitment to positive change. Currently serving as the Chairman of the Management Board of B&S Europe, his multifaceted role encompasses responsibilities that span finance, knowledge and change management, processes and ISO, information technology, Sustainable Development Goals (SDGs), and fostering relations with the GOPA group.

With over two decades of global experience, Rafael has dedicated his career to providing technical support for reform processes within public administration in Africa, the EU, and the Balkans. His expertise extends to specific sector analysis, where he has played a pivotal role in guiding civil servants through transformative change while setting up effective management systems. Rafael’s role as a skilled and experienced Capacity Building expert and trainer has empowered countless individuals and organizations, from the public and private sectors, to thrive in the ever-evolving landscape of international cooperation.

Rafael believes in the power of strategic partnerships that shape the world through sustainability and impact. His visionary approach has led him to contribute significantly to the design of strategic development plans at both national and regional levels.

Rafael holds a Master’s degree in Business Administration from Rotterdam School of Management.
