RODECO Consulting GmbH – as part of the GOPA Consulting Group – is a German consulting company implementing donor funded water sector institutional development and engineering projects worldwide (for more information please visits our website). For an ongoing German Technical Cooperation (GIZ) programme for improvement of urban water supply and institutional development of the water utilities of Kabul, Herat and Kunduz in Afghanistan we are soliciting applications for the position of the Project Manager/Team Leader.

 

General Description:

The project is the second phase (extension period) of a long term water sector development programme started in early 2004 with RODECO as the implementing consultant. The ongoing phase will end in December 2014; another 2 year phase from January 2015 – December 2016 is currently planned.

 

The Technical Assistance module has the following three components:

  1. Water sector reform, particularly the improvement of the institutional framework for urban water supply and wastewater management,
  2. institutional and organisational development of the water supply utilities of Kabul, Herat and Kunduz and further towns in the Northeast of Afghanistan, and
  3. water resources management.

 

Key Technical Areas:

Water utility management, water service delivery, institutional strengthening, financial management, commercial management, water supply operations, human resources development, capacity building

 

Qualifications:

  • Senior Expert in organisation and management of commercial water utilities.
  • Degree in civil engineering and/or financial management or similar field.
  • Minimum of 15 years experience in public (water) utility reform and development, of which at least 5 as a project manager / team leader in donor funded projects in developing countries.
  • Knowledge of GIZ procedures would be an asset.

 

Job Profile:

  • The Project Manager/ Team Leader is stationed in Kabul and has overall responsibility for component 2, with particular responsibility for the institutional development component and especially the activities in Kabul.
  • He closely works with the relevant Afghan sector institutions (Ministry of Urban Development, Afghanistan Urban Water Supply and Sewerage Company, Water Supply Utilities of Kabul, Herat and Kunduz) and reports to the GIZ Water Programme Manager in Kabul.
  • Besides the Project Manager/ Team Leader, the project long term staff comprises 1 international utility management expert each for Mazar and Kunduz Water Supply, several long-term Afghan experts and auxiliary staff in Kabul, Herat and Kunduz. In addition the team compromises several international short term experts mainly from RODECO Head Office.
  • Duration of assignment: up to December 2014; extension for another 2 year phase from January 2015 is possible.

 

Qualifications:

  • Senior Expert in organisation and management of commercial water utilities.
  • Degree in civil engineering and/or financial management or similar field.
  • Minimum of 15 years relevant professional experience of which at least 5 as a project manager/ team leader in donor funded projects in developing countries.
