The project aims to strengthen the rule of law by further supporting general law enforcement and the overall fight against organized crime with a focus on financial and economic crime.The focus of this contract is to further develop the capacity of the Kosovo Judicial Institute, for it to play its role in providing professionally training to future and sitting judges and prosecutors as well as professions within the judiciary.

The Team Leader shall be overall responsible for implementation of all project activities within the established timelines. The Team Leader shall bring strategic guidance and leadership to the project. S/he will be the key person in conducting assessments, reports and other. S/he will provide substantive and comprehensive support to the drafting/improvement of KJI and other relevant stakeholders on the issues referred to in the present ToR.

S/he is in charge of managing of the Short Term experts. The Team Leader shall also be in charge of contacts and communication with the Contracting Authority and for communication and negotiation with all key stakeholders. Furthermore, the Team Leader will ensure that all gender, minority, cultural, environmental and ethical matters of relevance to the project are properly addressed.

The proposed Team Leader may be a senior staff member of a national judicial institute of an EU member state. A master's degree in law, public administration or similar relevant subjects; or a bachelor's degree in law, public administration or other associated fields and 3 years of professional experience; or 7 years of experience in law, public administration or similar relevant subjects.

Excellent command of written and spoken English.


General professional experience

By the closing date for applications, at least 15 years of experience in an EU judicial system and/or legal training institutions;


Specific professional experience

Experience in leading teams in donors funded actions in at least two projects of similar scope and complexity;

By the closing date for applications, at least 7 years of experience in the field of training for judges and/or prosecutors and/or other judicial staff and/or management of a judicial training institution in an EU member state
