Key Responsibilities:


  • To guide and direct the Management Team in the day-to-dayoperations
    throughout the start-up, implementation and exit/hard-over phases of the Fund;
  • as leader of the consultant team, (s)he will also be the Director General’s
    interface with Management Team, to liaise with other entities of the Fund, such
    as the Auditor and the Ombudsperson, if and as requested;
  • to assure the Scope of Work of the MU Team as a whole is complied with and
    results achieved as per operation plans approved by the Management

Minimum qualifications:


  • Expert with an international professional background obtained in long-term
    assignments outside his country and region of origin
  • At least 5 years of experience and a proven track record in setting up and
    leading the implementation of major, donor-financed emergency aid and/or
    development funds with local partners in developing countries
  • At least 5 years of experience of working in a senior position in an
    emergency aid and/or development co-operation context in a conflict,
    post-conflict or fragile state
  • Strong communication and leadership skills with at least 10 years of
    experience in effectively leading multi-cultural work teams
  • First-hand knowledge of project cycle management
  • Good knowledge of funding mechanisms, procedures and reporting requirements
    of major donor institutions
  • Thorough knowledge of and a sensitive approach towards the complexities of
    the social, political and cultural context of Arabic countries
  • Experience with conflict-sensitive approaches and the do-no-harm principle
    in project work
  • Ability and readiness to work under stress in high-risk environments
  • Ability and readiness to work and live in an off-capital environment on the
    Turkish-Syrian border
  • Ability and readiness to travel frequently, including field trips to Syria
    if and when the security situation allows to
  • Fluency in spoken and written English


Additional advantages:


  • Knowledge of the complexities of the social, political and cultural context
    of Syria
  • Experience in working in Syria and/or neighboring countries
  • Knowledge of procurement rules and procedures of KfW and other international
    donor agencies
  • Working knowledge of Arabic
  • Knowledge of any other language of Fund stakeholders
Other Information

The project management unit will be located close to the Syrian
border in Southern Turkey. It may later be transferred to Syria, subject to the
prevailing security and operational conditions.
