2013-12-08

The GOPA Consulting Group, based in Bad Homburg, Germany, announces the strategic acquisition of Business and Strategy Europe (B&S), a Brussels-based development consultancy. The move adds over 30 employees and 300 contracted experts and €14 million in revenues to the Group’s already robust portfolio.

The acquisition strengthens the competitiveness and position of the GOPA Group as a leading player in the development consultancy sector. B&S’s core service areas in public administration reform, justice and security as well as in civil society and good governance will further enhance the GOPA Consulting Group’s market-leading Growth and Economic Development Department, with particular strength in Africa and Southeast Europe. B&S has also been involved in managing several Framework Contracts (FWCs), including acting as lead company of consortiums.

“The addition of B&S to the GOPA Consulting Group firmly positions us among the Top Three development consultancies in Europe and brings us close to a top position globally,” says Dr. Martin Güldner, Chief Executive of GOPA Group and major shareholder.

B&S was established in 1991 as an international development consultancy firm. Initially focused on European integration projects in the field of law approximation but rapidly became active in government institutional support all over the world, especially in the Balkans.  B&S quickly expanded its focus globally, with a particular emphasis on Africa, Asia and South America. Clients include the European Commission and such multi-lateral donors as the World Bank Group and the Asian Development Bank, along with numerous bi-lateral and private organizations.

“Bringing the B&S brand under the GOPA umbrella reinforces our ability to provide increased resources and value to our clients and their projects, particularly in the area of governance and administration,” says Rafael Comenge, Managing Director, B&S.

As part of the GOPA Consulting Group, B&S will profit from strong, integrated management structures, a broad network of international and local experts, and sound financial backing. The acquisition further strengthens the GOPA Group’s presence in Brussels, where B&S will join the communication agency GOPA-Cartermill. Together the two companies will have an annual approximate turnover of €20 million.
